First Folio is a librarian who works at Canterlot Library, specifically in the Grossly Overdue Book Return Office for Ponies Who Should Know Better section.
History
She's good friends with Moon Dancer and despite her moody place of work, is actually quite friendly and well-humored. She put on a thematic act when Twilight Sparkle returned Perfection: The Impossible Pursuit to her, but dropped it as soon as Twilight realized she only owed the library 28 bits, snorting as she told them that it only caps at a month, and they never tell anypony that.
She had her Best Book Borrower picture removed and let Twilight keep the book she had overdue as they already had a newer edition copy.
Behind the scenes
First Folio appeared in the season 9 episode of My Little Pony: Friendship is Magic "The Point of No Return". Design wise, she used the same base animation model as Aunt Lofty though with noticeable tweaks and differences. She was voiced by Tabitha St. Germain.
