Shire Lanka was presumably a country. Mane Allgood and Snap Shutter apparently lived there and moved there after they had Scootaloo, who lived in a house in Ponyville alone. The two parents wanted her to move in with them after Sombra's failed conquest of Canterlot.

Shire Lanka is based off the country Sri Lanka. My Little Pony: Friendship is Magic has been dubbed in Sinhalese, the language of Sri Lanka.
