Fet Lockland was the shady operator of Outlaw Oddities, a shop that sold and dealt unusual artifacts to unsuspecting ponies -- including the infamous Mirror of Mayhem. He made most of his bits sealing these goods, even selling the mirror several times since most of the owners came down with misfortune after owning it.
According to Lightning Rod, after his shop closed down, he was spotted performing strange rituals with the mirror.
