Robin Williams he is not

The Genie was a being from the Magic Lamp owned by Aladdin and presumably Arabian in origin.

History

After Aladdin traded the lamp to a group of ponies, they wished for the perfect day, but the Genie demanded to know every single detail, from the shade of the sky to the speed of the current of wind. Eventually the ponies grew tired of these details and wished for a giant cone of ice cream instead, which the Genie was also hung up on, until Wind Whistler gave the order in a super-detailed fashion. However, by the time she wished this, his powers were fading as he was no longer in the Land of Legends.

Like Aladdin and Scheherazade and the other Legends, he traveled back to the Land of Legends once he realized the place was falling apart without them and presumably regained his powers.
