Velma Dinkley is, presumably, a fictional detective from a series about a talking dog. Rainbow Dash appears to be a fan of hers and cosplayed as her while Sunset Shimmer cosplayed as Willy Wonka during the Christmas season.
Behind the scenes
Though not specifically named, this character seems to be an allusion to Velma Dinkley from the multi-media franchise, Scooby-Doo. Velma has remained by far one of the most popular characters in the franchise to this day. Curiously, in the same spread, Sunset Shimmer cosplayed as Sherlock Holmes, another famous detective.
